Nesta segunda-feira, 24 de abril, a ABES promoveu, em São Paulo, a segunda edição do  Círculo do Saneamento, que reuniu profissionais e líderes de empresas do setor. Convidado para palestrar sobre o tema “Saneamento Ambiental – Público ou Privado?”, o deputado federal João Paulo Papa (PSDB) afirmou que a participação da entidade no cenário do saneamento brasileiro “nunca foi tão importante como no momento atual”.

Na abertura do evento, o presidente nacional da ABES, Roberval Tavares de Souza, contou aos presentes sobre como surgiu a ideia do encontro há um ano, cujo formato contempla a participação de um especialista externo para abordar temas relevantes do setor no país. “Nós, da ABES, entendemos que estávamos falando de saneamento para nós mesmos, sem conseguir alavancar”, disse. “O objetivo é tirar o saneamento ambiental do anonimato e levá-lo ao protagonismo”, frisou.

Ao comentar o fato de o governo federal priorizar a privatização, Roberval Tavares lembrou mais uma vez a posição da ABES perante à questão: “não importa se é empresa pública ou privada. O importante é ser eficiente”. Para o engenheiro, no entanto, somente a união entre os dois será capaz de fazer a diferença.

O deputado João Paulo Papa começou sua palestra destacando que a pouca atenção dada às questões do setor no Brasil ocorre por não ser uma área sensível à política. “Mas, absolutamente sensível às demais questões, a começar pela saúde, passando pelo meio ambiente”, completou. “E agora recentemente a população brasileira, as instituições acordaram para o setor, como é o caso da Igreja Católica – que vem fazendo campanha pelo saneamento”. O momento, segundo o deputado, é bom do ponto de vista da visibilidade.

Conforme Papa, o setor vinha em uma linha crescente, mas a crise política e financeira, que se instalou no país acabou estagnando-o. Ele destacou a SubÁgua (Subcomissão da Universalização do Saneamento Básico e do Uso Racional da Água, da Câmara dos Deputados), que contempla 20 prioridades para universalizar o saneamento e promover o uso racional da água, entre as quais estão o fortalecimento institucional do Setor de Saneamento e espaço permanente de discussão sobre saneamento básico na Casa. Este último, aprovado pela Comissão de Desenvolvimento Urbano (CDU) da Câmara, em 9 de dezembro de 2016.

Sobre a questão principal do encontro: público ou privado, assim como o presidente da ABES, Papa demonstrou preocupação porque “o governo insiste no caminho da privatização e acaba ignorando empresas estaduais que estão bem geridas e têm boa carteira de investimentos”, pontuou, lançando um questionamento sobre as desigualdades regionais do país. “Que empresa privada vai considerar essas regiões tão diversas do Brasil? Fazer investimento onde não terá retorno?”.

A importância da ABES

Segundo Papa, a ABES, com seus mais de 50 anos de existência já deu muitas contribuições ao saneamento, “mas esse momento que estamos atravessando talvez seja o mais delicado e o mais importante na história da instituição”, ressaltou o parlamentar. “Isso porque a ABES não é empresa, não é estado ou governo, mas uma entidade que está acima de tudo isso. Claro que precisamos juntar forças com as demais instituições. Mas a ABES é voz mais forte do que qualquer outra neste caso [sobre público ou privado] no país”, enfatizou.
