O foco da campanha, em 2021, são os usos múltiplos do Velho Chico e a necessidade de se concretizar o Pacto das Águas na bacia do São Francisco. Os usos múltiplos abrangem abastecimento público, agricultura, indústria, geração de energia, navegação, pesca e aquicultura, turismo e recreação, entre outros. A diversidade de setores usuários provoca uma série de impactos – positivos e negativos – entre as diferentes atividades, o que resulta em interações complexas.
Uma das diretrizes da Lei 9.433, a Lei das Águas, é justamente garantir o uso múltiplo das águas, de maneira que todos os setores usuários tenham igualdade de acesso aos recursos hídricos. A única exceção dessa regra está relacionada a situações de escassez, quando o uso prioritário da água passa a ser o consumo humano e a dessedentação de animais.
A questão do direito à água coloca em lados diferentes os diversos interesses, como a necessidade de água para agricultura, geração de energia, usos doméstico e industrial. Assim como divide os diferentes atores envolvidos nesse processo, como prefeituras, empresas de geração de energia, agricultores e pecuaristas.
Por conta de todas essas diferenças, o múltiplo uso não é uma questão consensual. Divergências e conflitos avançam à medida que aumentam a demanda e a escassez de recursos. O único consenso é que se trata de um tema que merece ser amplamente discutido pelos diferentes setores e a sociedade como um todo. Por isso, o CBH São Francisco vem elaborando estudos e realizando discussões para a concretização de um Pacto das Águas para a bacia do Velho Chico. O Pacto das Águas deve prever ações coordenadas que levem à distribuição harmônica das águas aos seus usos múltiplos, evitando conflitos e garantindo água de qualidade e em quantidade para todos.
É preciso que seja entendida a importância e assegurada a preservação de funções ecológicas para a manutenção dos ciclos hidrológicos na bacia hidrográfica, bem como as diferentes demandas sejam entendidas, desde atividades econômicas como irrigação, pesca, até mesmo a recreação e proteção de comunidades aquáticas.
