ABES participa de inauguração do Aterro Sanitário do Distrito Federal

A ABES participou, nesta terça-feira, 17 de janeiro, em Samambaia/DF, da inauguração do Aterro Sanitário do Distrito Federal. Estiveram presentes o presidente nacional Roberval Tavares de Souza, o presidente da ABES-DF, Marcos Helano Fernandes Montenegro, o vice-presidente da Seção, João Marcos Paes de Almeida, a coordenadora da Câmara Temática de Resíduos Sólidos, Heliana Kátia Tavares Campos, o diretor nacional da ABES, Sérgio Gonçalves, e Darci Campani, membro da ABES-RS, vice-presidente de Planejamento e Finanças e ex-diretor de Resíduos Sólidos da DIRSA/AIDIS.

O aterro inicia o processo de fechamento do Lixão da Estrutural, o maior da América Latina, e passará a receber parte dos resíduos produzidos na capital.

A desativação completa do lixão deve acontecer em um ano meio, quando estarão prontos os galpões de triagem de materiais recicláveis, onde os catadores irão atuar. Na primeira fase de operação, o espaço receberá 900 toneladas de rejeitos por dia. O material passará antes pela triagem dos catadores que atuam na Asa Sul, em Ceilândia, Sobradinho e Brazlândia. Diariamente, são coletadas 2,7 mil toneladas de lixo no Distrito Federal. Cerca de 2 mil catadores sobrevivem do trabalho com o lixo. Com a operação dos galpões, é possível realizar o despejo com triagem prévia, preservando a vida útil do aterro sanitário.

De acordo com Heliana Kátia Campos, que é também presidente do Serviço de Limpeza Urbana do DF imediatamente, o Aterro Sanitário de Brasília está recebendo rejeitos, isto é, resíduos depois do seu tratamento. “Hoje, Brasília tem duas grandes unidades de tratamento mecânico biológico, que tira material para a coleta seletiva e para compostagem, além de estações de transbordo onde os catadores trabalham retirando o material”, destaca. Ela explica que, inicialmente, das 2,7 mil toneladas de rejeitos que Brasília coleta por dia, 900 toneladas são destinadas para o aterro sanitário, enquanto 1,8 mil toneladas restantes vão continuar indo para o antigo lixão. “Isso porque ainda tem muito material para ser coletado pelos catadores e Brasília não vai aterrar resíduos, apenas rejeitos”, reforça, Heliana Katia.

Como ficam os catadores?

Sobre a situação dos catadores, ela afirma já foram contratadas quatro cooperativas para fazer coleta seletiva em 5 das, 31 regiões administrativas que compõem o Distrito Federal. “Os catadores foram contratados para fazerem coleta coletiva em cinco cidades e uma empresa privada faz em nove. Estamos, então, com a coleta seletiva em 14 cidades do Distrito Federal”, afirma. “Até o final de 2017, pretendemos ter a coleta seletiva em todas as 31 regiões administrativas – realizadas ou pelos catadores, prioritariamente, ou por empresa privada.”

Para que o objetivo seja alcançado, está sendo feito uma segunda chamada  para coleta seletiva. O ponto importante neste sentido para as cooperativas, segundo Heliana Kátia, é que se elas, nesse período, se demonstrarem com capacidade técnica administrativa para poderem atender à demanda do SLU, elas terão prioridade em fazer essa coleta. “Vai depender da organização dos catadores. A nossa intenção é contratar o máximo possível de cooperativas para a coleta seletiva e para a triagem do material”, enfatiza.

Já está aberta no site do SLU uma chamada pública (Chamada Pública) para as cooperativas fazerem triagem de resíduos em suas sedes. “O SLU não pode em hipótese nenhuma contratar catador para fazer coleta seletiva em cima do lixão, pois não tem nenhuma condição técnica, econômica nem ambiental conforme prevê a lei”, argumenta. “Mas tem cooperativas no Distrito Federal que já trabalham em galpão, que têm refeitório, banheiro”. Essas cooperativas que se interessarem e se inscreverem no SLU serão remuneradas por estarem separando resíduos.

A engenheira explica que existem seis cooperativas no Distrito Federal que têm edifícios, que trabalham em algum lugar que tem telhado, infraestrutura física. E que se elas organizarem com termos de documentação, uniforme, equipamentos de proteção individual e comprovarem que têm condições de prestar um serviço de acordo com a legislação, o SLU vai remunerá-las por cada tonelada que comercializarem. “Este primeiro contrato com os catadores (para coletarem nas cinco cidades) foi feito em maio de 2016, o que está no site pretendemos fazer até março ou abril. Paulatinamente, a medida que as cooperativas vão se estruturando, elas vão sendo consideradas prestadoras de serviços e o SLU as está contratando”,

Além disso, conforme Heliana Kátia, estão sendo construídos cinco centros de triagem e dois estão sendo reformados. Destes, três recebem recursos do BNDS (20 milhões de reais) e dois, além dos que estão em reforma, têm recursos do SLU (21 milhões de reais). “Vamos gerar cerca de 1500 postos de trabalhos para catadores nessas unidades”, salienta.

Todos os esses sete centros serão operados também por cooperativas. Na medida em que forem ficando prontos, haverá chamadas para os catadores saírem do lixão e entrarem nessas cooperativas. “Para isso, começamos agora em janeiro de 2017, um programa de capacitação de catadores que hoje trabalham no lixão para que eles venham a se capacitar para operar dentro de uma unidade industrial”, conta. “Eles estão recebendo por 12 horas mensais de capacitação, o valor mensal de 300 reais por catador – durante um ano. A ideia é que quando essas centrais estiverem prontas, os catadores possam entrar já com um grau de conhecimento de como vão trabalhar nos espaços”, diz a coordenadora da CT Resíduos Sólidos da ABES. Após o resultado dos inscritos no edital para triagem, será aberto outro para coleta seletiva.

Marco histórico

Roberval frisa a importância da iniciativa. “O governo do Distrito Federal colocou o aterro como prioridade, eliminando o segundo maior lixão do mundo. Vai melhorar a qualidade de vida das pessoas e os indicadores sociais e ambientais da região. Parabéns do Governo do Distrito Federal.”

Para Heliana Kátia, a inauguração do aterro “é um marco histórico no modelo de gestão porque é o primeiro Aterro Sanitário da capital federal, portanto ele já é devido à população há mais de 56 anos”, ressalta.  É muito simbólico também para realmente Brasília iniciar o processo de cumprimento da Política Nacional de Resíduos Sólidos”, conclui.

A ABES, juntamente, com Associação Interamericana de Engenharia Sanitária e Ambiental – AIDIS, Associação dos Serviços Municipais de Saneamento – ASSEMAE, Mulheres em Trabalhos Informais: globalizando e organizando – WIEGO e Associação Internacional de Resíduos Sólidos – ISWA, assinou no dia 17 de janeiro, documento Compromisso por Brasilia.
“Conforme o documento, este compromisso aponta para o avaliação anual e conjunta das atividades vinculadas à operação do Primeiro Aterro Sanitário de Brasília, à Inclusão dos Catadores de Materiais Recicláveis, e ao encerramento das atividades do Lixão de Brasília, por um período de 10 anos”, explica Heliana Kátia Campos.
