Diretor interamericano da DIRSA trará experiência da Colômbia para 14º Seminário Nacional de Resíduos Sólidos da ABES

Engenheiro Geovanis Arrieta Bernate será um dos palestrantes no I Painel Internacional de Resíduos Sólidos.

Diretamente da Colômbia, o engenheiro sanitarista Geovanis Arrieta Bernate vai compartilhar as experiências no setor durante o 14º Seminário Nacional de Resíduos Sólidos da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES.

Bernate é o diretor interamericano (para o período 2018 -2022) da DIRSA, que é a Divisão de Resíduos Sólidos da Associação Interamericana de Engenharia Sanitária e Ambiental – AIDIS. O especialista será um dos convidados internacionais que fará parte do I Painel Internacional de Resíduos Sólidos, realizado online entre os dias 16 e 18 de março de 2021.

O evento é fruto de uma parceria entre a ABES e a DIRSA. As inscrições podem ser feitas no site do evento (acesse aqui). Na ocasião, os palestrantes abordarão o impacto da covid-19 no setor de resíduos sólidos na região da América Latina e Caribe, trazendo experiências e medidas aplicadas em relação à geração, coleta e tratamento de resíduos, regulação dos serviços, impacto na saúde dos trabalhadores do segmento e as consequências do processo na sociedade.

Na ocasião, Bernate falará sobre as diretrizes estabelecidas pelo governo colombiano com relação à gestão dos resíduos sólidos neste contexto de pandemia. Além disso, o palestrante vai falar sobre o impacto que a covid-19 está trazendo para a cidade de Bogotá.

“A gestão de resíduos sólidos é realizada através dos municípios, que são responsáveis por garantir a prestação de serviços de saneamento por empresas públicas, privadas e mistas, fornecendo um subsídio para o acesso ao serviço aos habitantes menos favorecidos (baixos rendimentos) dos níveis econômicos 1, 2 e 3”, detalha. 

O engenheiro sanitário é especialista em Gestão Integrada de Serviços Públicos Domésticos, Governo Municipal e Gestão de Projetos, com mestrado em Gestão Urbana. Possui mais de 25 anos de experiência nos setores público e privado, nas áreas de água potável e saneamento básico. Além de ser diretor da DIRSA, também é membro da Diretoria da Associação Colombiana de Engenharia Sanitária e Ambiental – ACODAL.

Geovanis Arrieta Bernate – A gestão dos resíduos sólidos urbanos por meio das empresas de coleta tem sido ativa, garantindo a prestação do serviço, enfrentando casos de contágio entre os diferentes operadores que realizam a atividade. Nos meses de abril, maio e junho, foi observada uma diminuição na geração de resíduos, associada ao fato de que a atividade comercial estava paralisada.

ABES Notícias – O que tem sido feito para a saúde dos trabalhadores que coletam os resíduos sólidos?

Geovanis Arrieta Bernate – Em casos de contágio, eles foram atendidos pelo Sistema Nacional de Saúde por meio das diferentes clínicas e hospitais, com prioridade, tendo em vista que este é um serviço público essencial.

ABES Notícias – Quais foram as principais medidas adotadas neste período na área de geração, coleta e tratamento de resíduos?

Geovanis Arrieta Bernate – A publicação de decretos, resoluções e circulares que se concentraram em garantir a gestão dos resíduos sólidos urbanos pelas empresas de coleta e apoiar, com recursos de crédito, a reativação econômica devido ao fato de que uma grande porcentagem dos habitantes de cada cidade ou município não poderia pagar o custo da prestação do serviço.

Geovanis Arrieta Bernate – A gestão de resíduos sólidos é realizada através dos municípios, que são responsáveis por garantir a prestação de serviços de saneamento por empresas públicas, privadas e mistas, fornecendo um subsídio para o acesso ao serviço aos habitantes menos favorecidos (com baixa renda) dos níveis econômicos 1, 2 e 3.

Geovanis Arrieta Bernate – As experiências mais bem sucedidas na prestação de serviços de coleta estão nas quatro principais cidades do país: Bogotá, Medellín, Cali e Barranquilla, nas quais, por meio de diferentes modelos de gestão de resíduos sólidos urbanos, é garantida uma prestação ótima do serviço.

ABES Notícias – De modo geral, o que poderia ser feito para melhorar o sistema de resíduos sólidos da Colômbia, em sua avaliação?

Geovanis Arrieta Bernate – O desenvolvimento e estabelecimento de políticas públicas que consolidam um modelo de economia circular, onde o uso de resíduos sólidos urbanos é uma atividade obrigatória.
