No dia 23 de novembro, a integrante do programa Jovens Profissionais do Saneamento da ABES-SP (JPS-SP), Beatriz Ribeiro, esteve presente na audiência pública que aconteceu em Brasília/DF para discutir o tema “Política de Pesquisa e Desenvolvimento em Saneamento Básico e suas possibilidades de financiamento”. O debate foi presidido pelo Deputado Federal João Paulo papa (PSDB-SP), presidente da Subcomissão Permanente de Saneamento Ambiental da Câmara dos Deputados (CDU).
Segundo relato de Beatriz Ribeiro, que é gestora pública e administradora e também auxiliar de Thomas Ficarelli, coordenador do JPS-SP, na expansão do programa na região de Limeira, a audiência pública contou com a presença de palestrantes ilustres na área de pesquisa e de atuação frente ao saneamento brasileiro, como Léo Heller, que é professor da Universidade Federal de Minas Gerais (UFMG) e Relator Especial da Organização das Nações Unidas (ONU) para o direito da água e ao saneamento. Além de José Fernando Thomé Jucá, pesquisador da Universidade Federal de Pernambuco; Miguel Mansur Aisse, pesquisador da Universidade Federal do Paraná e Ricardo Francis; pesquisador da Universidade Federal do Espírito Santo e; representando a Financiadora de Estudos e Projetos (FINEP) estava Fernando Nielander Ribeiro.
No início do evento, conta ela, Léo Heller inaugurou sua fala instigando, naquele momento oportuno, os participantes a pensarem uma nova política pública de pesquisa e desenvolvimento para o saneamento. Já que o Programa de Pesquisas em Saneamento Básico (PROSAB) foi extinto em 2012 e criou um vácuo nas políticas que financiavam pesquisa e ciência no setor, pois não foi substituído por nenhum outro programa similar. Em seguida, os demais palestrantes apresentaram suas experiências e dados acerca dos desdobramentos positivos do PROSAB para pesquisas em saneamento básico e resíduos sólidos, como, os temas trabalhados nas pesquisas financiadas, as estruturas criadas, os materiais desenvolvidos e a capacitação dos recursos humanos que ela permitiu.
Após estas falas, o representante da FINEP, Fernando Nielander Ribeiro, concordou com a necessidade de um programa do gênero ressurgisse no país, mas ao mesmo tempo apresentou as restrições orçamentárias que a FINEP vem sofrendo nos últimos anos.
“Experiência enriquecedora”
Beatriz ressalta o significado de sua participação no evento. “Para mim, a experiência de estar em Brasília, participando de uma audiência pública na Câmara dos Deputados sobre a Política de Pesquisa e Desenvolvimento o setor de saneamento básico, foi muito enriquecedora, pois além deste tema constituir o assunto que eu pesquiso no meu mestrado pela Unicamp, sob orientação da Profª. Drª. Adriana Bin, foi também uma oportunidade de estar próxima daqueles que pensam e concretizam as políticas públicas de saneamento em nosso país”, frisa.
A jovem aproveita a oportunidade para parabenizar o Deputado João Paulo Papa “pelo esforço e sucesso em conseguir reunir para a discussão diversos pesquisadores de todos os cantos do país.”
“Vale dizer que esta discussão não pode apenas ficar restrita a este Evento”, enfatiza Beatriz. “Ela precisa ser reverberada e ampliada aos outros atores que também participam do setor de saneamento ambiental, como, concessionárias de saneamento, fornecedores de equipamento, usuários e reguladores, para que de forma integrada desenhem esta nova política pública e consigam todos usufruir dos desdobramentos positivos que as novas tecnologias e inovações produzidas e difundidas proporcionam para a sociedade e meio ambiente”, conclui.

Today, I went to the beach with my kids.
