Heliana Kátia Tavares Campos é coordenadora da CT Resíduos Sólidos da ABES e presidente do Serviço de Limpeza Urbana - SLU do Distrito Federal.

A ABES, por meio de sua Câmara Temática de Prestação de Serviços e Relacionamento com Clientes, com apoio da ABES Seção Bahia promoverá, no dia 19 de maio, sexta-feira, em Salvador/BA, o Simpósio de Gestão de Saneamento Ambiental em Áreas de Vulnerabilidade Socioambiental. A programação completa e informações para inscrições estão aqui.

O encontro reunirá representantes de empresas de saneamento, prestadoras de serviço e do Banco Mundial para discutir os desafios e casos de sucesso de operacionalização dos pilares do saneamento ambiental – água, esgoto, drenagem e resíduos sólidos –  em áreas de risco e baixa renda.

Uma das convidadas do evento é Heliana Kátia Campos, coordenadora da Câmara Temática de Resíduos Sólidos da ABES e diretora dos Serviços de Limpeza Urbana de Brasília – SLU, que vai ministrar a palestra “Programa de reciclagem com catadores de lixo”. Nesta entrevista, a engenheira comenta sobre o tema, ressaltando a importância da coleta seletiva e da participação da população em favor da conservação ambiental.

Heliana Kátia Campos – Hoje a coleta seletiva de materiais recicláveis deve necessariamente ser feita com a participação de catadores de materiais recicláveis. São os maiores especialistas no assunto e a política nacional de saneamento dá prioridade de contratação dos serviços de coleta seletiva e triagem às associações e cooperativas de catadores.

Heliana Kátia Campos – No Distrito Federal, a coleta seletiva das 5 regiões administrativas já vêm sendo contratada com cooperativas de catadores há um ano. A partir de junho, 9 cooperativas serão contratadas para a triagem deste material e 5 outras para ampliação da coleta seletiva em outras 5 regiões.

Heliana Kátia Campos – Qual é a sua visão sobre a situação do Brasil no quesito reciclagem? Como é esta questão nas áreas carentes e quais são os principais desafios e entraves, neste contexto?

Heliana Kátia Campos – No Brasil, a coleta seletiva é prioritariamente realizada por catadores autônomos atingindo índices bastante altos de acordo com a própria indústria da reciclagem. No entanto, considerando os dados dos serviços realizados com apoio do poder público local estes indicadores são muito baixos. Isso significa que grande parte do que é aproveitado se dá na informalidade.

ABES Notícias – Como a população reage aos programas de reciclagem do lixo? De que forma, o cidadão pode contribuir com estes projetos?

Heliana Kátia Campos – Em geral, há uma consciência e um desejo da população em participar. Na prática este desejo ainda não se traduz em atos para grande parte da população que ainda não se envolveu com o tema. No DF, em recente pesquisa realizada para toda a população pela CODEPLAN, registrou-se que 60% da população já separa seus resíduos recicláveis os destinando à coleta seletiva oficial contratada pelo SLU ou para catadores autônomos.

ABES Notícias – Com o acesso à informação, à tecnologia, as pessoas estão mais conscientizadas sobre a importância da reciclagem?

Heliana Kátia Campos – Sim, em especial as crianças que aprendem nas escolas a importância da participação de cada um para a conservação ambiental.  É um processo muito lento e necessitaria de campanha maciça de informação e de serviços eficazes para de coleta seletiva, o que ainda não temos. Mas estamos melhorando.

Heliana Kátia Campos – Com a grande crise econômica que estamos vivendo, e o aumento do desemprego, a quantidade de lixo gerado tende a se reduzir em função da redução do consumo, o número de catadores autônomos nas ruas aumenta e o que os governos coletam tende a se reduzir ou ter uma qualidade inferior. É uma dicotomia, pois a redução da geração de resíduos é a prioridade da política nacional de resíduos sólidos, mas a redução do material reciclável em épocas de crise reduz a renda dos que vivem do aproveitamento destes materiais.
