O 1º Seminário sobre Saneamento Rural no Estado de São Paulo, com casos do Vale do Paraíba, reuniu especialistas e empresas do setor na última sexta-feira, 28 de abril. O evento foi promovido pela Associação Brasileira de Engenharia Sanitária e Ambiental Seção São Paulo (ABES-SP), por meio da Subseção Cone-Leste Paulista, com transmissão ao vivo pelo YouTube.
A realização contou com patrocínio da Bulbless Soluções Ambientais e da Aquastar Indústria e Comércio Ltda e apoio institucional do Sindicato Rural de São José dos Campos e Cruzeiro e do Sindicato Rural Cruzeiro e Lavrinhas.
A programação foi dividida em duas partes. No período da manhã, o moderador foi Breno Botelho Ferraz do Amaral Gurgel, vice-presidente da Subseção Cone-Leste Paulista. À tarde, a moderação ficou por conta de Maria Judith Marcondes Salgado Schimdt, representante do Conselho Consultivo da Subseção Cone-Leste Paulista.
Ao todo, foram oito palestras durante o dia, sendo cinco institucionais com a presença do poder público, da sociedade civil e da ABES-SP, além de três apresentações técnicas de empresas do setor, que possuem tecnologias para atender comunidades isoladas e rurais.
“Esse primeiro seminário é uma realização conjunta da ABES-SP e da ABES do Cone-Leste, que cobre a região do Vale do Paraíba, da Serra da Mantiqueira e do Litoral Norte”, reforçou Jorge Monteiro, presidente da Subseção Cone-Leste Paulista da ABES-SP, na abertura do evento.
“É uma imensa satisfação estar aqui e ter viabilizado esse evento, que foi uma construção e um esforço conjunto. Agradeço toda a equipe da ABES-SP e da subseção Cone-Leste, que se empenhou para estruturar o seminário, que é de máxima importância para o saneamento rural do estado. Porque nós sabemos que esse é um dos grandes desafios para o Brasil no que diz respeito a abastecimento de água, esgotamento sanitário e o destino correto dos destinos sólidos”, enfatizou Luis Eduardo Grisotto, diretor da ABES-SP e coordenador da Câmara Técnica de Recursos Hídricos da seção.
“Dos cerca de 30 milhões de brasileiros que vivem em zonas rurais, só 22% possuem saneamento básico adequado. Isso já é um número suficientemente assustador para que provoquemos eventos como estes e discussões como esta. Para que fomentemos esse debate em prol da melhoria do saneamento ambiental, que precisa resultar em políticas, soluções, tecnologias e inovação para que as atividades econômicas no meio rural superem esse desafio que é o saneamento, a saúde e a qualidade de vida”, complementou Grisotto.
Discussões do seminário
A primeira palestra foi trazida por Magali Neves Rodrigues, Secretária de Meio Ambiente e Bem-Estar Animal de Taubaté, e Gabriel de Miranda Alcântara, Gestor de Licenciamento Ambiental, em nome do prefeito da cidade, José Saud. Os convidados abordaram contratos, estudos e meios que o município está buscando para poder achar uma solução para levar o saneamento a áreas isoladas.
Em seguida, Ana Lúcia Brasil, coordenadora da Câmara Técnica de Saneamento em Comunidades Isoladas da ABES-SP, apresentou uma palestra técnica sobre as ações da ABES-SP na Temática do Saneamento Rural.
O terceiro tema do seminário foi “Um relato da FUNASA em São Paulo: Estudos e Planejamento de Ações em Saneamento Rural para os Municípios Paulistas, com ênfase nos Municípios do Vale do Paraíba”, ministrado por Adam Douglas Sebastião Pinto, coordenador de Engenharia Pública da SUEST-SP e Superintendente Estadual.
Na sequência, José Donizete, diretor-presidente da Aquastar Indústria e Comércio, fez uma apresentação sobre o Uso de Elevatórias Compactas na Ampliação de Redes de Coleta de Esgoto.
Os convidados realizaram um debate sobre os temas apresentados, discutindo as principais soluções e os desafios para garantir o saneamento a áreas rurais e isoladas.
A primeira palestra da tarde foi “ETE Compacta como alternativa eficiente para universalização do Saneamento”, trazida por Thaís Gonçalves, gerente de Sustentabilidade da Bulbless Soluções Ambientais.
Daniel Kuchida, cofounder da Envirotech e gestor de novos negócios na Pwtech, apresentou Cases de Sucesso e a Importância do Modelo de Gestão para a Segurança Hídrica.
Trazendo a visão do poder público para o debate, Diogo Sarmento de Azevedo Lessa, assessor técnico da Secretaria de Meio Ambiente, Infraestrutura e Logística do Estado de São Paulo, falou sobre o Plano Estadual de Saneamento Básico de São Paulo, abordando desafios e prioridades.
Por fim, Caroline Brisola, advogada da equipe de saneamento e sustentabilidade do Escritório Manesco, Ramires, Peres, Azevedo Marques Sociedade de Advogados, abordou aspectos jurídicos do setor de Saneamento Rural.
Saneamento rural em foco
O presidente da ABES-SP, Luiz Pladevall, falou no encerramento do evento. “O Brasil é um continente, nós temos muitas características regionais. Ou seja, o que ocorre no Sudeste é totalmente diferente do Norte e do Nordeste. É importante ter uma política pública. Infelizmente, no próprio saneamento urbano, os decretos estão atrasados e não contemplam vários itens importantes do saneamento”, avaliou. “O que estamos fazendo aqui é importante para o debate, para que olhemos para o saneamento rural. A visão da ABES é a de que juntos nós podemos melhorar o saneamento no Brasil”, reiterou Pladevall.
