Congresso ABES 2023: segundo dia discute contratos, ESG, mudanças climáticas e novo manual nacional de drenagem

Debates envolveram especialistas de empresas e do poder público, traçando cenários e evolução para os próximos anos. O importante evento de saneamento ambiental do Brasil aconteceu no Expominas, em Belo Horizonte/MG, de 21 a 24 de maio.

A terça-feira, 23 de maio, segundo dia de trabalhos do 32º Congresso Brasileiro de Engenharia Sanitária e Ambiental (CBESA) – o Congresso da ABES foi enriquecedora para quem passou pelo Expominas, em Belo Horizonte/MG. Entre os temas aprofundados por especialistas e referências em estudos sobre o setor, o papel das agências na regulação contratual, as mudanças climáticas e resiliência do abastecimento de água nas áreas urbanas e rurais e o novo manual nacional de drenagem e manejo de águas pluviais do ministério das Cidades, ganharam destaque durante os debates.

Promovida pela Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, esta edição do mais importante evento de saneamento ambiental do Brasil teve como tema central “Saneamento ambiental: desafios para a universalização e a sustentabilidade”.

Os painéis foram divididos entre diálogos setoriais, sessões de câmaras temáticas e sessões com quatro eixos: esgoto, resíduos e economia circular, recursos hídricos e meio ambiente, e desenvolvimento operacional e inovação das empresas de saneamento.

O Congresso da ABES é o ponto de encontro do setor e dos sanitaristas do país e aconteceu de 21 a 24 deste mês, envolvendo a comunidade acadêmica, especialistas do setor e organizações parceiras brasileiras de outros países para discutir os temas mais relevantes em engenharia sanitária e ambiental em sua concepção mais ampla, abordando desafios, políticas públicas, soluções e tecnologia. O papel das Agências na Regulação Contratual

Câmara Temática da ABES de Regulação e Tarifa

Reflexões sobre a transição da regulação discricionária à contratual e sobre as atribuições das agências reguladoras na universalização do saneamento foram destaque no painel “O papel das Agências na Regulação Contratual”, realizado na terça-feira (23), no Congresso ABES 2023. Participaram do debate Felipe Tavares, superintendente de Estudos Hídricos e Socioeconômicos da ANA (Agência Nacional de Águas e Saneamento Básico ANA), Carlos Roberto Oliveira, diretor-administrativo da Agência Reguladora PCJ (ARES-PCJ), e Marcel Costa Sanches, superintendente de Assuntos Regulatórios da Sabesp (Companhia de Saneamento Básico do Estado de São Paulo). 

O novo Marco Regulatório propicia um ambiente de ampliação do número de concessões, com a vedação de novos contratos de programa. Nesse novo cenário, há expectativa de mudança do contexto regulatório em direção ao modelo de regulação contratual, considerando que as regras da concessão estarão pré-definidas nos contratos, inclusive os aspectos tarifários. 

A moderação foi de Luiz Antonio de Oliveira Júnior, superintendente de Fiscalização Econômico-Financeira e Contábil da Arsesp (Agência Reguladora de Serviços Públicos do Estado de São Paulo) e membro da Câmara Temática de Regulação e Tarifa da ABES.

Marcel trouxe a perspectiva da Sabesp em assuntos regulatórios. Ele avaliou o painel como de alto nível e disse que trazer à tona esse tipo de discussão é muito importante para o momento que o saneamento vive. “O painel explorou muito bem as diferenças entre os dois tipos de modelo. O público pôde entender como estão sujeitos os modelos de regulação para aqueles contratos que não foram licitados, que são os contratos de programa, operados pelas empresas estaduais”, afirmou. 

Ele também pontuou o debate sobre o futuro do setor. “O saneamento deve migrar para uma regulação contratual. Por isso, toda a atenção nos bons editais e boas regras da partida e no papel da ANA introduzindo as normas de referência como balizadoras”, concluiu.

O moderador Luiz Antonio, por sua vez, salientou os exemplos teóricos e práticos dos modelos discricionário e contratual apresentados no painel. “Os palestrantes contribuíram de maneira muito positiva, trazendo a parte teórica dos modelos, mas a gente também conseguiu passar pela parte prática. A gente sabe que a distância entre teoria e prática não é tão próxima. Então, acho que conseguimos trazer os principais pontos e encaminhamentos de como fazer essa transição entre um modelo discricionário para um modelo contratual, de forma que a prestação de serviço tenha sustentabilidade econômica, financeira e de qualidade técnica da prestação”, pontuou.

Luiz apontou ainda a possibilidade de trazer novas perspectivas do setor ao público presente. “As agências reguladoras ainda são um ambiente restrito aos reguladores e aos membros das concessionárias que atuam nessa interface. O papel da agência reguladora ainda gera certa dúvida, as pessoas ainda estão buscando esse entendimento”, finalizou.

Melhorias na Gestão pautada por Práticas do ESG, os reais ganhos

Comitê Nacional de Qualidade da ABES – CNQA

O Congresso ABES 2023 abordou o potencial das práticas de Governança Ambiental, Social e Corporativa (ESG), no que tange a regulação e o novo marco legal, neste segundo dia de trabalhos, durante o painel “Melhorias na Gestão pautada por Práticas do ESG, os reais ganhos”.

O mercado de capitais e de consumidores, governos e reguladores, exigem, cada vez com mais ênfase, alta performance ESG. A excelência na gestão ESG para obter esses resultados, passa a ser condição essencial para atrair investimentos, fidelizar clientes e atender a regulação. Os altos investimentos no saneamento ambiental nos próximos 10 anos, para alcançar a universalização serviços de saneamento, certamente serão canalizados para empresas comprometidas com resultados de ESG de 2ª geração – que demanda, por exemplo, negativação de carbono, não só neutralização – sejam elas listadas em bolsa, grandes empresas ou instituições públicas ou privadas ou sua rede de fornecedores. O CNQA – Comitê Nacional da Qualidade ABES já engaja desde 2022, várias organizações do setor, como usuárias do Modelo de Excelência em Gestão ESG do Saneamento Ambiental – o MEGSA ESG –, para avaliar e melhorar a maturidade dessa gestão, e do rating “ABES ESG Index”, para medir o alcance do conjunto das ações ESG da organização, alinhados aos ODS da ONU e aos melhores sistemas de indexação do mundo. O Painel abordará como esses instrumentos podem trazer ganhos reais para empresas e instituições.

Os convidados para abordar o assunto foram Allan Borges Nogueira, gestor de ESG da Companhia Estadual de Águas e Esgotos do Rio de Janeiro (Cedae), Livia Soalheiro, gerente de ESG do Grupo Águas do Brasil, Luciana Barbosa Silveira, gerente da Unidade de Serviço de Desenvolvimento Sustentável da Companhia de Saneamento de Minas Gerais (Copasa), Ronald Gervasoni, gerente de Educação Socioambiental da Companhia de Saneamento do Paraná (Sanepar); Luciano Gois Paul, diretor-presidente da Companhia de Saneamento de Sergipe (Deso), Ana Lúcia Scavassini Santos, gerente do Departamento de Planejamento e Relações Comerciais da Companhia de Saneamento Básico do Estado de São Paulo (Sabesp), e Manuelito Pereira Magalhães Jr, diretor-presidente da Sociedade de Abastecimento de Água e Saneamento (Sanasa) Campinas. A moderação foi feita por Samanta Tavares de Souza, secretaria de Recursos Hídricos e Saneamento Básico do Estado de São Paulo/coordenadora da CNQA.

Ana Lúcia classificou o painel como “uma pós-graduação em poucas horas” devido ao alto nível de discussão. “Você ouve empresas renomadas e pessoas executivas de todos níveis falando do ESG como o ar que a gente respira. Se essas empresas de saneamento se juntarem para trabalhar as boas práticas sociais, ambientais e de governança, a gente de verdade vai entregar o que precisa para a população: saúde, respeito, meio ambiente, boas práticas de governança e engajamento social. Então, acho que o painel de hoje foi extremamente providencial, por isso também tinha muita gente assistindo. Isso é esperança, esperança de que as empresas de saneamento estão se juntando para entender e aprender que o ESG já existia. A gente está aprendendo a lidar com ele e a fazer cada vez o melhor dele”, avaliou. 

Samanta Souza, mediadora da conversa, afirmou que as apresentações de especialistas na área reforçam a importância de práticas ESG na melhoria da gestão no saneamento.  “Ficou claro que as empresas estão envolvidas nesse tema e que identificaram que é uma alavanca pro setor. A partir de hoje, é só cada vez mais investir nesse sentido, buscando trazer a sociedade para dentro das soluções, atendendo com responsabilidade e muita transparência e, acima de tudo, com práticas sustentáveis tanto do ponto de vista ambiental quanto do ponto de vista econômico-financeiro”, explicou.

Segundo ela, há um potencial muito grande de alavancar as práticas de governança, especialmente em relação à regulação e ao marco legal. “Ele [marco legal] traz mais oportunidades de nos adaptarmos ao mundo regulado, em que as empresas concessionárias ainda sentem dificuldade de atuar”, concluiu Samanta.

Diálogo Setorial 6: Mudanças climáticas e resiliência do abastecimento de água nas áreas urbanas e rurais

No painel “Diálogo Setorial 6: Mudanças climáticas e resiliência do abastecimento de água nas áreas urbanas e rurais”, especialistas reuniram-se para discutir o impacto das mudanças climáticas no abastecimento de água nas áreas urbanas e rurais. Com as secas recentes em diferentes partes do mundo, como o leste da África, Índia, Grã-Bretanha e oeste dos Estados Unidos, cada vez mais fica evidente que esses eventos extremos são sinais do que podemos esperar em um futuro marcado pelas mudanças climáticas.

O impacto negativo dessas mudanças climáticas na segurança hídrica é inegável, afetando tanto as áreas urbanas quanto rurais. No Brasil, várias metrópoles enfrentam riscos crescentes de desabastecimento, impactando principalmente as populações mais vulneráveis. Diante desse cenário, o painel buscou explorar estratégias para aumentar a resiliência e a sustentabilidade do abastecimento de água no país, tanto em áreas urbanas quanto no campo.

Diversos palestrantes renomados trouxeram suas perspectivas e conhecimentos para enriquecer as discussões. Suzana Maria Gico Lima Monteiro, diretora-presidente da Agência Pernambucana de Águas e Climas do Estado de Pernambuco, compartilhou sua experiência em gestão hídrica e mudanças climáticas, trazendo insights valiosos para o debate. Rodrigo Perpétuo, diretor-executivo da ICLEI América do Sul, trouxe uma visão abrangente sobre a resiliência do abastecimento de água em áreas urbanas e rurais diante dos desafios climáticos.

A ICLEI, organização global que incentiva a sustentabilidade urbana e regional, contribuiu para a discussão de soluções práticas. Julio Cesar Gonchoroski, diretor de Meio Ambiente e Ação Social da Sanepar, trouxe sua experiência como representante de uma importante companhia de saneamento no Paraná. Sua participação foi fundamental para compreender os desafios enfrentados pelas empresas de abastecimento de água diante das mudanças climáticas.

Silvana Monica Vaz, gerente da Unidade de Serviços de Recursos Hídricos da Copasa, também compartilhou sua expertise, trazendo perspectivas práticas e soluções aplicáveis para garantir a resiliência e a sustentabilidade do abastecimento de água.

O painel contou com a mediação de Haroldo Bezerra, diretor Norte da ABES (Associação Brasileira de Engenharia Sanitária e Ambiental). Sua atuação como mediador foi fundamental para direcionar as discussões e garantir a troca de ideias entre os participantes.

Ao explorar estratégias para enfrentar os desafios impostos pelas mudanças climáticas e aprender com crises de escassez já vivenciadas em metrópoles brasileiras e na convivência com a seca no Semiárido, o painel F3 contribuiu para um debate importante sobre a resiliência do abastecimento de água nas áreas urbanas e rurais, buscando soluções para garantir um futuro sustentável e seguro para todos.

Haroldo Bezerra, diretor nacional da ABES para a Região Norte do país fez um panorama sobre painel. “Vários palestrantes colocaram as experiências e as resiliências do setor do sistema de abastecimento de água na área urbana e rural tendo em vistas as questões climáticas que temos em nosso país e no mundo. Pontos importantes como a questão da segurança hídrica foram levantados com a experiência de determinadas instituições como a Sanepar, a Copasa, o ICLEI”, avaliou.

Para ele, as experiências regionais mostram “como estamos enfrentando hoje esses problemas da falta de recursos hídricos para o abastecimento, principalmente das regiões metropolitanas, além da análise das questões climáticas, problemas sérios de desmoronamentos, de taludes, que causam não só a vitimização e morte de pessoas, como vimos recentemente em  São Paulo, mas também as questões que ficam relacionadas ao problema de abastecimento de água”, complementou.

“Foram mais de 200 participantes, que ficaram aqui até o final da nossa discussão. Agradeço muito a ABES pela oportunidade do debate, e a todos os participantes que trouxeram a sua experiência: Suzana Lima Montenegro com a experiência do nordeste brasileiro, o Rodrigo, a Silvana Vaz que apresentou os problemas de Minas Gerais e também o Júlio César que trouxe sua vasta experiência de anos no ICMbio que conhece todas as regiões do nosso país, em especial a região Amazônica”, concluiu Haroldo.

Novo Manual Nacional de Drenagem e Manejo de Águas Pluviais do Ministério das Cidades: diretrizes atualizadas para Estudos, Planos e Projetos

Intitulado “Novo Manual Nacional de Drenagem e Manejo de Águas Pluviais do Ministério das Cidades: diretrizes atualizadas para Estudos, Planos e Projetos”, painel realizado nesta terça-feira (23), segundo dia de trabalhos do Congresso ABES 2023,  especialistas reuniram-se para apresentar as novidades e atualizações do manual, que visa orientar prestadores de serviços do setor de drenagem e manejo de águas pluviais.

A discussão ocorreu no âmbito da Câmara Temática de Drenagem Urbana e Gestão de Águas Pluviais. O painel contou com a presença do moderador Luiz Fernando Orsini de Lima Yazaki, coordenador da Câmara Temática de Drenagem e Manejo de Águas Pluviais da ABES, que conduziu a discussão e promoveu a interação entre os participantes. Entre os palestrantes, Cassio Felipe Bueno, coordenador-geral de Projetos do Setor Público da Secretaria Nacional de Saneamento Ambiental, apresentou as diretrizes e novidades do novo manual. Sua experiência e conhecimento contribuíram para elucidar os pontos-chave e as mudanças trazidas pelo documento.

Ricardo de Miranda Aroeira, diretor de Gestão de Águas Urbanas da Secretaria Municipal de Obras e Infraestrutura da Prefeitura de Belo Horizonte, também participou do painel, compartilhando sua expertise e trazendo uma perspectiva prática sobre a aplicação das diretrizes do novo manual em projetos de drenagem e manejo de águas pluviais.

O Novo Manual Nacional de Drenagem e Manejo de Águas Pluviais, alinhado com as diretrizes do Marco Legal atualizado em 2020, possui diversas novidades. Entre elas, destacam-se os roteiros para a elaboração de estudos, planos e projetos de acordo com a unidade de gestão, priorizando soluções que atuam nas causas das cheias e da poluição hídrica. O manual também estimula o uso de Soluções baseadas na natureza como parte essencial e principal dos sistemas de drenagem, além de fornecer critérios para projetos de controle de poluição. O painel teve como objetivo principal apresentar o Novo Manual Nacional de Drenagem e Manejo de Águas Pluviais, destacando suas novidades em relação aos manuais de drenagem existentes.

Segundo Orsini, o Novo Manual tem a finalidade de facilitar a vida das pessoas, das cidades e dos empreendedores que precisam de recursos para melhorar as condições de manejo de águas pluviais em seus municípios. “Ele também aborda algumas questões inovadoras, dando destaque e priorizando soluções distribuídas nas bacias e soluções baseadas na natureza, o que vai contar pontos quando as cidades precisarem de recursos”, avaliou, destacando ainda a discussão sobre a  qualidade das águas urbanas.

“O serviço de drenagem deve atuar com mais força nessa área para evitar a degradação dos recursos urbanos, investir nas tecnologias mais atuais como a utilização de modelos numéricos, entre outras coisas. Trouxemos representantes da prefeitura de Belo Horizonte, que é bem avançada no setor, além do representante do Ministério das Cidades, que é responsável  por conceder o financiamento e está patrocinando esse manual”, argumentou.

Cassio elogiou a iniciativa do debate. “Foi uma oportunidade muito grande de conhecer o trabalho que está sendo desenvolvido aqui em Belo Horizonte e ver a opinião e o sentimento do público que estava participando do painel com relação a essa novidade que estamos trazendo. A necessidade que a gente tem visto de levar conhecimento técnico às prefeituras municipais com relação a essa nova abordagem que o Ministério das Cidades está trazendo da gestão urbana sustentável, com tecnologias voltadas à natureza em especial. Foi um painel muito bacana, contou com um nível muito alto de apresentações e só agregou ao Congresso da ABES”, avaliou.

Iniciativas inovadoras nas práticas comerciais

Eixo Desenvolvimento Operacional e Inovação nas Empresas de Saneamento

No contexto da pandemia de COVID-19, as empresas do setor de saneamento enfrentaram desafios significativos no que diz respeito às suas práticas comerciais. Com o atendimento presencial comprometido, foi necessário adotar rapidamente soluções digitais para garantir a efetividade na comunicação com os clientes. Essa necessidade acelerou a transformação digital no setor e impulsionou o surgimento de iniciativas inovadoras. Empresas que ainda não haviam digitalizado seus canais de atendimento se viram obrigadas a buscar soluções inovadoras em curto prazo. Por outro lado, mesmo aquelas que já haviam realizado a transformação digital precisaram se adaptar ao novo cenário, implementando inovações que alteraram permanentemente o relacionamento com o cliente. Entre as principais iniciativas adotadas, destacam-se o uso intensivo das redes sociais, o WhatsApp, soluções omnichannel e chatbots.

Essas ferramentas permitiram que as empresas mantivessem uma comunicação eficiente e ágil com os clientes, mesmo em um contexto de distanciamento social. Além da implementação de canais de atendimento digitais, as empresas também se esforçaram para compreender melhor a jornada do cliente e antecipar suas necessidades. Isso possibilitou um atendimento mais personalizado e proativo, por meio da comunicação sobre atividades que poderiam impactar o cliente, como interrupções programadas no fornecimento de água. As soluções digitais de atendimento também foram combinadas com tecnologias inovadoras, como a Internet das Coisas (IoT) e o Big Data.

No painel “Iniciativas Inovadoras nas Práticas Comerciais”, mediado por Karoline Tenório, gerente da Unidade de Serviços de Desenvolvimento Tecnológico da Copasa (Companhia de Saneamento de Minas Gerais), trouxemos  profissionais que adotaram em suas empresas essas inovações tecnológicas. Discutimos os impactos no relacionamento com o cliente, os desafios e as possibilidades de resultados alcançados. Para ela, discutir as inovações no âmbito comercial com diversas visões foi extremamente proveitoso e enriquecedor. “Aqui recebemos pessoas de três diferentes empresas estatais e uma empresa privada, compartilhando os diferentes pontos de vista sobre a tecnologia em si mas também sobre como trazer a voz de nossos clientes para melhorarmos o nosso atendimento e o nosso serviço”, avaliou.

Eduardo Mendes, diretor de Tecnologia da Aegea, ponderou que foi possívelextrair reflexões interessantes ao misturar visões tão plurais. “O tema da inovação tem que ser discutido desde a tecnologia em si, até uma visão com maior enfoque social. A Aegea é uma empresa que se preocupa muito com o âmbito social, fomos uma das primeiras empresas a implantar a tarifa social e isso nos propõe uma série de desafios na comunicação em si, já que estamos considerando desde cidadãos que moram nas palafitas até casas de classe alta. Esse caráter de preocupação com o cliente para que ele saia de lá com sua solicitação atendida é uma característica da Aegea”, explicou.

Outra integrante da mesa, Sabrina de Menezes Correa Furstenau Sabino, diretora de Gestão Corporativa da Sabesp, ressaltou que as grandes inovações em relação aos clientes dizem respeito à quantidade de opções que se consegue oferecer aos clientes, tanto de tipos de serviços, quanto de soluções e canais diferentes. “Na Sabesp, temos tentado tratar a nossa capacidade de capturar a voz desse cliente, em uma tentativa de chegar até ele e conseguir ouvir genuína e profundamente o que ele tem a dizer em relação ao entendimento dele do que é o nosso negócio, do que trazemos como solução, mesmo que muitas vezes esse entendimento possa não ser totalmente consciente”, resumiu.

Diálogo Setorial 5: Empresas estaduais de saneamento

No atual contexto do Novo Marco Regulatório do Saneamento, as empresas estaduais de saneamento, que representam uma parte significativa dos serviços de abastecimento de água e esgotamento sanitário, estão enfrentando desafios significativos. Com a exigência de comprovação de capacidade econômico-financeira, surgem questionamentos sobre a universalização dos serviços e a relação dessas empresas com os processos de regionalização.

A comprovação de capacidade econômico-financeira é uma das exigências impostas pelo novo Marco Regulatório, no entanto, esse requisito representa um desafio para muitas empresas estaduais de saneamento que têm enfrentado dificuldades financeiras e estruturais, o que torna a comprovação de capacidade econômico-financeira um obstáculo. Além disso, a regionalização é outro ponto de destaque no diálogo setorial.

O processo de regionalização busca integrar a gestão dos serviços de saneamento em uma determinada região, com o objetivo de garantir uma maior eficiência operacional e uma distribuição equitativa dos recursos. Nesse sentido, as empresas estaduais de saneamento terão que se adaptar e estabelecer relações de cooperação com outras entidades envolvidas nesse processo, como municípios, agências reguladoras e empresas privadas. Essa nova dinâmica coloca em discussão o futuro dos contratos das empresas que não demonstrarem capacidade econômico-financeira. 

Para discutir esse tema tão atual, o Congresso ABES 2023 propôs o  Diálogo Setorial 5: Empresas estaduais de saneamento, mediado por Maria Lúcia Coelho da Silva, diretora da ABES, com participação de Cláudio Stabile, presidente da Sanepar (Companhia de Saneamento do Paraná); Ricardo Soavinski, presidente da Saneago (Saneamento de Goiás); Leonardo Goes da Silva, presidente da Embasa (Empresa Baiana de Águas e Saneamento), Sérgio Antonio Gonçalves, diretor executivo da Aesbe (Associação Brasileira das Empresas Estaduais de Saneamento); e Carlos Eduardo Tavares de Castro, diretor de Regulação e Novos Negócios do Grupo Águas do Brasil.

Para ela, o diálogo foi bastante enriquecedor. “Pontos muito importantes foram levantados por diferentes lados. Por exemplo, o presidente da Embasa, Leonardo Goes da Silva, nos relembrou da importância do saneamento rural. Já Ricardo Soavinski, da Saneago, ressaltou a importância da governança e como isso permite trabalhar melhor os desafios. Carlos Eduardo Tavares de Castro, do Grupo Águas do Brasil, enfatizou que há espaço para todos, mas que o que visamos coletivamente é a boa gestão dos serviços. E Cláudio Stabile, da Sanepar, deu muita ênfase nas várias unidades de negócio possíveis”, avaliou. 

Sergio Gonçalves salientou que é necessário reconhecer a importância e a pungência das estatais brasileiras que vêm no decorrer de suas vidas se ajustando e  colocando a universalização como seu foco principal. “Para que a gente possa trabalhar nisso e chegar nos indicadores necessários para o atendimento da população, as parcerias com o setor privado também são importantes, juntando aos esforços do público e do privado temos muito mais chances de alcançar a universalização e levar o saneamento básico para todos os brasileiros. Mas reforço aqui o papel das empresas estatais, sem elas não poderemos atingir a universalização”, resumiu.

Cláudio Stabile parabenizou a Diretoria da ABES pelo “evento fantástico, discutindo assuntos muito relevantes, principalmente na questão da universalização da água e esgoto, mas também assuntos paralelos tão importantes quanto este. Agradeço pela oportunidade e espero estar presente no próximo congresso da ABES”.   

Leonardo Góes Silva afirmou que discutir os desafios do setor é muito importante para o crescimento das empresas. “Discutir o saneamento é discutir nosso país. Por isso gostaria de agradecer à organização do evento pela oportunidade de diálogos tão enriquecedores”, elogiou.

O painel “Gestão de Resíduos no Centro da Economia Circular (eixo: Resíduos e Economia Circular), realizado na terça-feira (23), teve como moderadora a engenheira e coordenadora da Câmara Temática de Resíduos Sólidos da ABES, Roseane Garcia.

O redesenho de processos, produtos e formas de consumo, priorizando a não geração de resíduos, sua recuperação e reciclagem, de modo a manter os recursos naturais em seu mais alto grau de valor, estão no centro da transição para uma economia circular.  Entretanto práticas de não geração, novas formas de consumo, e a utilização de matérias primas secundárias, em detrimento à natural, ainda encontram fortes barreiras em nossa sociedade.

Compuseram o painel os palestrantes Gabriella Camilo, coordenadora de Operações da Green Eletron, Fabricio Soler, representante da RECICLUS, Sabrina Andrade, coordenadora-geral de Resíduos do Ministério do Meio Ambiente; e Antônio Carlos Gerardi, diretor do Departamento de Recursos Hídricos da Secretaria Municipal de Meio Ambiente da Prefeitura de Curitiba.

De acordo com Roseane, os debates abordaram principalmente o fato já podermos contar, hoje, com instrumentos legais, que apontam para a logística reversa, a proibição de lixões e a economia circular. A moderadora disse, no entanto, que aind há muitos desafios, pois a economia circular envolve uma mudança profunda no ciclo de vida do produto. “Ainda estamos no final da cadeia quando se trata de resíduos sólidos. Os produtos precisam começar a ser pensados para a reciclagem, para integrar essa economia circular”, disse. 

Roseane avalia que outro desafio é olhar para o Brasil como um todo, entendendo que há regiões privilegiadas, onde toda essa estrutura já está funcionando bem, assim como há lugares onde não existe infraestrutura alguma. “Para implementarmos as políticas de resíduos em todos os Estados, será necessário considerar essas diferentes realidades”, pontua. 

Antônio Carlos enfatizou que painel foi muito importante para resgatar, dentro do Congresso da ABES, esse espaço para o tema resíduos sólidos. “A criação de um painel específico para abordar o tema fortalece muito o setor, que tem um árduo trabalho pela frente para ser feito. Esse espaço foi muito rico para o compartilhamento de experiências positivas e a troca de ideias entre os setores da sociedade civil e dos governos federal, estaduais e municipais”, completou.

Realizado nesta terça-feira (23), durante o Congresso ABES 2023, o painel “Licenciamento Ambiental para Empreendimentos de Saneamento, pode afetar o alcance de metas de universalização?” contou com a participação de Vitor Reis Salum Tavares, subsecretário de Regularização Ambiental da Semad (Secretaria de Meio Ambiente e Desenvolvimento Sustentável) de Minas Gerais, Marilene Ramos, diretora de Relações Institucionais e Sustentabilidade do Grupo Águas do Brasil, Patrick Thadeu Thomas, superintendente Adjunto de Regulação de Usos de Recursos Hídricos da ANA (Agência Nacional de Águas e Saneamento Básico), e Werner Farkatt Tabosa, diretor-técnico do Idema (Instituto de Defesa do Meio Ambiente de Natal).

O licenciamento ambiental é temática essencial para assegura o alcance das metas de universalização definidas no Novo Marco Legal do saneamento de forma a garantir melhoria da qualidade de vida das populações e melhoria ambiental das bacias hidrográficas. Neste cenário, é importante avaliar e mensurar como o licenciamento ambiental pode impactar na implantação dos investimentos necessários do setor cuja atividade em si contribui para promoção da qualidade ambiental. Assim, é precido dialogar sobre como o setor tem vivenciado a situação e qual pode ser a necessidade de modernizar, inovar, uniformizar e simplificar as normas e diretrizes vigentes hoje.

De acordo com a moderadora do painel, Suellen Galvão Moraes, presidente da ABES Seção Ceará, o aspecto de licenciar o saneamento envolve muitas variáveis, interesses e aspectos sensíveis. Dentre eles, a capacidade técnica, a necessidade de desenvolvimento socioeconômico e as dificuldades geográficas de cada região do país. Tudo isso precisa ser colocado na mesa de discussão, com a real intenção de resolubilidade, para que possamos caminhar rumo ao desenvolvimento do nosso país e alcançarmos índices socioeconômicos melhores. Afinal, o país tem potencial para isso. 

Suellen destacou que a questão da irregularidade hídrica não deve ser considerada, única e exclusivamente, como ponto dificultador desse avanço. “Temos países, como por exemplo no Oriente Médio, com uma irregularidade hídrica muito maior que a região nordeste. Mesmo assim, eles têm conseguido resolver essa dificuldade de acesso à água, seu tratamento e o esgotamento sanitário, com investimentos em tecnologia.

Aqui no Brasil nós temos capacidade técnica e de investimento para isso. Podemos trocar experiências e fazer acordos para que essas tecnologias sejam disponibilizadas”, argumentou.

A moderadora disse ainda que a queda de braço entre diferentes visões e interesses deve começar a mudar e ser minimizado pelo avanço do ESG. “Apesar do ESG ter sido mobilizado pelo mercado, seu aspecto social e de governança é muito bem ponderado.

Quando se tem uma governança saudável ela olhar com seriedade e compromisso para o aspecto social. Acredito que a governança e o social vão contribuir e muito para que essa equalização aconteça”, concluiu.

Para Marilene, outro ponto importante é mostrar para os gestores ambientais que o desafio que se apresenta para a universalização – que deve ser atingida até 2033, e receber recursos da ordem de R $900 bilhões de reais – precisa ser simplificado. 

“Com o aumento de recursos destinados para essa área, também aumentará muito a demanda por licenciamento ambiental das infraestruturas de saneamento e esse licenciamento precisa ser feito de forma diferenciada e ágil. Deve-se considerar que os impactos negativos são muito inferiores aos benefícios que essa infraestrutura trás para a população. Muitos desses licenciamentos não tem necessidade de passar por processos tradicionais, que demoram meses, e até anos, para acontecer. Temos que trabalhar com a exceção, até porque apenas uns 5% dos casos vão exigir licenciamentos mais detalhados, enquanto a grande maioria poderia ser simplificado”, defendeu.
