Congresso ABES Fenasan 2017 – destaques do dia 4: presenças do ministro das Cidades e do governador do DF

O segundo dia de Congresso Técnico manteve alto nível de exposição, feitas por notórios representantes do setor de saneamento e meio ambiente:

Rollemberg anuncia plano de recuperação da área do Lixão da Estrutural

Nesta quarta-feira (04/10) segundo dia do Congresso ABES/Fenasan 2017, que é realizado no São Paulo Expo, na capital paulista, o governador do Distrito Federal, Rodrigo Rollemberg (PSB), anunciou que há um plano de trabalho para a recuperação da área do Lixão da Estrutural, o segundo maior lixão do mundo. Ele também falou da atuação do governo distrital na atenção aos catadores de recicláveis que atuam no local, que será fechado até o fim do ano.

De acordo com o governador, com o fechamento do lixão, o terreno passará a receber apenas dejetos da construção civil e terá início o plano de recuperação da área. Além disso programas sociais atendem as famílias que vivem do lixão. Até o momento o governo tem 9 cooperativas de catadores contratadas, com o distrito fazendo o pagamento por tonelada de resíduo reciclável. O governo tem planos de contratar mais 20 cooperativas. Há ainda a implantação locais para triagem de materiais. “Estamos construindo 4 centros de triagem, reformando outro e mais cinco galpões serão alugados”, destacou.

No entanto o processo de fechamento do lixão não tem sido um “céu de brigadeiro”, conforme descreveu Rollemberg. “Esse processo tem sofrido algumas tensões, pois o lixão tem também atividades irregulares como desmanche de carros, tráfico de drogas, entre outras coisas. Também temos dificuldades com os próprios catadores, mas estamos investindo muito no diálogo pois queremos fazer isso da forma mais harmônica possível, incluindo esses catadores no processo produtivo da forma mais adequada”. Com o fechamento do lixão, os dejetos do distrito vão ser depositados no aterro sanitário que foi inaugurado há um ano e hoje já recebe 1/3 do que é coletado.

O presidente da AESabesp (Associação dos Engenheiros da Sabesp), Olavo Sachs, indagou Rollemberg sobre a demora no início deste trabalho de fechamento e recuperação da área do lixão. Segundo o governador o problema foi encarado como uma de suas prioridades de governo desde o início de sua gestão. “Esse lixão existe há 57 anos e está na bacia do rio Paranoá, o que de alguma forma afeta a produção de água, por isso entendemos o assunto como projeto prioritário”, finalizou.

O Diálogo Setorial  4 – Painel dos Presidentes reuniu nesta quarta, 4 de outubro, o ministro das Cidades, Bruno Araújo, e presidentes de empresas e associações para debater temas como regulação, eficiência operacional e a busca da universalização.

Coordenado pelo presidente da ABES Seção São Paulo (ABES-SP), Márcio Gonçalves de Oliveira, a mesa foi composta por Jerson Kelman, da Sabesp; Mounir Chaowiche, da Sanepar, Aparecido Hojaij, da Assemae;  Jalles Fontoura Siqueira, da Saneago; e Tereza Vernaglia, da BRK Ambiental.

Segundo o ministro, “não se pode pensar em desenvolvimento no Brasil, sem melhorar o setor de saneamento, que impacta a vida das pessoas, estabelece status político. Esse é o grande desafio que temos pela frente”, destacou.

Bruno Araújo ressaltou o significado do congresso. “Aqui se pensa o saneamento como um todo, as inovações, governança, juntando tudo que há de mais importante desde o mais relevante, que é o impacto social na vida dos brasileiros, a uma atividade que movimenta emprego e renda no país, conciliar viabilidade de negócio com o mais importante que é a entrega dos serviços sociais, que propiciam saúde e qualidade de vida aos brasileiros”, afirmou. “Como chegar na universalização desses serviços é o grande desafio de todos nós, governo, iniciativa privada, profissionais do setor e toda a sociedade. Parabéns à ABES”.

Para o presidente da ABES-SP, Márcio Gonçalves de Oliveira, a discussão do painel foi enriquecedora. “Foram colocadas várias questões sobre o momento que vivemos e uma possível mudança na Lei 11.445. O ministro pediu para que todas as empresas e entidades se manifestem porque o Governo Federal está construindo e escutando a todos para criar uma melhor regra para o saneamento já que esta é uma necessidade clara para o Brasil”, frisou. “Ele, [Bruno Araújo] mostrou-se muito receptivo e disse que está aberto para ouvir a todos, que podem apresentar suas propostas”, disse.

Ao final do painel, o presidente nacional da ABES, Roberval Tavares de Souza, entregou ao ministro Bruno Araújo e aos presidentes convidados a Carta dos Sanitaristas do Brasil, um documento que reúne propostas para o setor avançar (leia o documento aqui)

Espaço para trabalhos Posteres, com plantão de dúvidas

Uma das inovações do Congresso ABES FENASAN 2017 é a modelagem de apresentação dos trabalhos Posteres, expostos no espaço mezzanino do evento.

Para a AESabesp é a primeira vez que esta ação é desenvolvida. De acordo com a diretora cultural da entidade, Maria Aparecida Silva de Paula, o modelo foi trazido da visita à IFAT (maior feira de soluções e tecnologias sustentáveis do mundo e que será oarceira da Fenasan em 2018), na edição de 2016. Participam também da coordenação da estrutura desse espaço, a conselheira da ABES e AESabesp, Mariza Prota e a assessora da Diretoria Nacional da ABES, Katia Bella.

A ABES já apresentava esta formatação em congressos anteriores, mas também é a primeira vez que compartilham a implantação de um plantão de dúvidas, o que alcançou uma grande receptividade por parte dos autores, que tem a chance de explanar seus projetos e reforçar suas redes de relacionamentos. Na oportunidade, ele fez menção a imprescindível colaboração da Sabesp, que neste ano promoveu a inscrição de todos os autores e co-autores dos trabalhos aprovados enviados pela Companhia, tanto em apresentação oral como em poster.

Em seu segundo dia, a Fenasan 2017 novamente deixou os seus mais de 200 expositores bastante satisfeitos, tanto com o grande volume do seu público, quanto pelo conhecimento técnico dos visitantes, gerando muitas perspectivas de negociações e ampliação de rede de contatos.

 

No estande da Sabesp, foi apresentado uma exposição histórica da Companhia, onde os visitantes eram convidados a colocarem óculos de dimensão ampliada, para ver detalhes minuciosos das grande ações da Companhia. Representantes de Concessionárias Estaduais participaram do Campeonato promovido pela ABES. Já os participantes do interior de São Paulo participaram do Campeonato promovido pela Diretoria de Sistemas Regionais da Sabesp.
